Chairwoman Blessing called the meeting to order at 7:04 P.M.
SEATING OF ALTERNATES
Mark Jones motioned to seat Chopeta Lyons for Matt DiNallo. Ken Schoppmann seconded. All were in favor, motion carried.
APPROVAL OF MINUTES
Motion to approve the Budget Meeting minutes of March 11, 2008 as amended, was made by Ken Schoppmann, Chopeta Lyons seconded. All were in favor, motion carried.
Page 2 the work “was” needs to be omitted from the first line of the CIP Budget.

NEW BUSINESS
Annemarie Poole presented the Board with the Revenue Budget for 2008/2009.

Matt DiNallo arrived at 7:38 pm.
Ken Schoppmann motioned to seat Chopeta Lyons for Elizabeth Marco. Ann Marie Brown seconded. All were in favor, motion carried.

Budget Approval
Chairwoman Kathy Blessing motioned to fund Line #176 Inland Wetlands for $2,950. Matt DiNallo seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #175 Economic Development for $1,500. Matt DiNallo seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #172 Zoning Board of Appeals for $4,200. Matt DiNallo seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #171 Planning & Zoning for $111,969. Elizabeth Marco seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #161 Conservation Commission for $2,300. Matt DiNallo seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #151 Town Clerk for $94,955. Matt DiNallo seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #135 Board of Assessment Appeals for $1,273. Elizabeth Marco seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #132 Treasurer for $27,710. Matt DiNallo seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #133 Auditor for $29,000. Ken Schoppmann seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #131 Board of Finance for $4,697. Elizabeth Marco seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #126 Elected Officials for $21,061. Matt DiNallo seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #121 Probate Court for $5,917. Matt DiNallo seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #221 Ambulance Grant for $270,200. Elizabeth Marco seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #231 Fire Marshal for $23,625. Elizabeth Marco seconded. All were in favor, motion carried.

Chairwoman Blessing motioned to fund line #232 Fire Protection for $251,906. Matt DiNallo seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #234 Emergency Management Director for $6,000. Matt DiNallo seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to add $5,000 to line #233 Public Safety. Matt DiNallo seconded. Discussion followed. Vote was taken 1 – yes (Blessing), 5 – No (Marco, DiNallo, Schoppmann, Brown & Jones). Motion failed.
Chairwoman Blessing motioned to fund line #512 Rec Commission for $41,310. Ken Schoppmann seconded. Discussion followed.
Chairwoman Blessing told the Board that she would like to add the $10,000 to offset the fee for families to go to Hall Pond.
Chairwoman Blessing amended her motion to $36,310, Mark Jones seconded. Vote was taken – 1 yes (Jones), 5 – no. Motion failed.
Chairwoman Blessing motioned to fund line #512 Rec Commission for $31,310. Ken Schoppmann seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #861 BOF Contingency Fund for $10,000. Elizabeth Marco seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund line #517 Library for $101,607. Mark Jones seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund the Selectman’s budget for $2,980,462. Matt DiNallo seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to fund the Board of Education’s budget for $7,594,202. Matt DiNallo seconded. All were in favor, motion carried.
Chairwoman Blessing motioned to approve CIP as presented. Matt DiNallo seconded. All were in favor, motion carried.
Ken Schoppmann added that they would additional discussions of deferring the purchase of both fire trucks in the same year (2009/2010).
Applied Fund Balance
Chairwoman Blessing motioned to approve applying $200,000 from surplus. Ken Schoppmann seconded. All were in favor, motion carried.

OLD BUSINESS –
Chairwoman Blessing explained that this motion was originally voted on at a previous meeting but was not put on the agenda ahead of time. Therefore we had to use proper procedures.
Chairwoman Blessing motioned to appropriate an additional 10,000 from the General Fund ~~~~~~~~~~~~~Surplus to the Capital Project – River Road Ball Field. ~Ann Marie Brown seconded. ~All ~~~~~~~~~~~~~were in favor, motion carried.

The next budget meeting will be the Public Hearing on Monday, April 7, 2007 at 7:00 pm at the Old Town Hall. There will also be a scheduled Board of Finance meeting immediately following.
